Without taxes, a government can not hope to function.
And to tax the citizen, they will adopt all means possible
within their power.
One such is the stamps they issue for collecting Property
Tax & Cess on Legal Matters.
THIS* is one such HIGH VALUE lot that remained unused
when the new ones replaced them. And, they come to the
Collectors' Market only in the rare case where they survive
being "exchanged".
These have to be RARE because most such pieces would
have obviously been surrendered for exchange.
